Narrative:

This situation does not include specific aircraft, but instead a general disregard on the FAA's part of an unsafe situation. When GGG approach closes, a portion of their airspace (below ZFW's radar coverage) is delegated to radar sector scurry lo. Scurry lo does not get flight plan information (strips) on aircraft that transition this airspace without manually requesting it. Computer entries on aircraft in this airspace is rejected by the computer unless an override is included. This includes start track and departure messages. This creates a very unsafe environment where aircraft who are not in radar coverage are flying into airspace where controllers are not aware of them. The potential exists where scurry could issue a departure clearance to an aircraft at tyr, then learn of an inbound from the north or east, and the 2 aircraft be in unsafe proximity. The FAA has seemingly ignored this problem for 4 months. I have reported this problem to numerous supervisors and FAA officials.

Title: ZFW CTLR CONCERNED WITH A LACK OF RADAR COVERAGE AND PERCEIVED UNSAFE OPERATING PRACTICE FOR OPERATIONAL ACTIVITY AT ZFW SCURRY SECTOR.

Narrative: THIS SIT DOES NOT INCLUDE SPECIFIC ACFT, BUT INSTEAD A GENERAL DISREGARD ON THE FAA'S PART OF AN UNSAFE SIT. WHEN GGG APCH CLOSES, A PORTION OF THEIR AIRSPACE (BELOW ZFW'S RADAR COVERAGE) IS DELEGATED TO RADAR SECTOR SCURRY LO. SCURRY LO DOES NOT GET FLT PLAN INFO (STRIPS) ON ACFT THAT TRANSITION THIS AIRSPACE WITHOUT MANUALLY REQUESTING IT. COMPUTER ENTRIES ON ACFT IN THIS AIRSPACE IS REJECTED BY THE COMPUTER UNLESS AN OVERRIDE IS INCLUDED. THIS INCLUDES START TRACK AND DEP MESSAGES. THIS CREATES A VERY UNSAFE ENVIRONMENT WHERE ACFT WHO ARE NOT IN RADAR COVERAGE ARE FLYING INTO AIRSPACE WHERE CTLRS ARE NOT AWARE OF THEM. THE POTENTIAL EXISTS WHERE SCURRY COULD ISSUE A DEP CLRNC TO AN ACFT AT TYR, THEN LEARN OF AN INBOUND FROM THE N OR E, AND THE 2 ACFT BE IN UNSAFE PROX. THE FAA HAS SEEMINGLY IGNORED THIS PROB FOR 4 MONTHS. I HAVE RPTED THIS PROB TO NUMEROUS SUPVRS AND FAA OFFICIALS.
