Narrative:
Las-phx. Inbound to phx on normal approach, we were observing an unforecast dust storm approaching from the east. Visibility was dropping rapidly at phx. We were contacted by our dispatch and discussed the situation and initially elected to continue. A short period later, we conferred with dispatch again. We were #12 for approach with delays. We agreed to immediately divert to las due to our fuel status. We had 5200 pounds on board at time of diversion. We were held at 7000 ft MSL and requested most direct route to las due to minimum fuel. We were advised by ATC that we may be delayed into las due to traffic, at which time we declared 'emergency fuel.' we were cleared direct to las and landed runway 25R with no further problems. Fuel at gate was 1060 pounds.

Title: LGT DIVERTS TO LAS WITH FUEL EMER.
Narrative: LAS-PHX. INBOUND TO PHX ON NORMAL APCH, WE WERE OBSERVING AN UNFORECAST DUST STORM APCHING FROM THE E. VISIBILITY WAS DROPPING RAPIDLY AT PHX. WE WERE CONTACTED BY OUR DISPATCH AND DISCUSSED THE SIT AND INITIALLY ELECTED TO CONTINUE. A SHORT PERIOD LATER, WE CONFERRED WITH DISPATCH AGAIN. WE WERE #12 FOR APCH WITH DELAYS. WE AGREED TO IMMEDIATELY DIVERT TO LAS DUE TO OUR FUEL STATUS. WE HAD 5200 LBS ON BOARD AT TIME OF DIVERSION. WE WERE HELD AT 7000 FT MSL AND REQUESTED MOST DIRECT RTE TO LAS DUE TO MINIMUM FUEL. WE WERE ADVISED BY ATC THAT WE MAY BE DELAYED INTO LAS DUE TO TFC, AT WHICH TIME WE DECLARED 'EMER FUEL.' WE WERE CLRED DIRECT TO LAS AND LANDED RWY 25R WITH NO FURTHER PROBS.
