Narrative:

We were cleared to cross softo intersection at 11000 ft. I acknowledged with the altitude in the readback. My first officer said, 'I think it was softo at 13000 ft.' the normal crossing at softo is 13000 ft and several aircraft ahead of, and behind us were given 13000 ft at softo. I tried to verify with the controller at least 3 times, but frequency congestion prevented me from making contact. Several aircraft were blocking each other. I finally decided that it must have been my error. Later the controller asked if we had crossed softo at 11000 ft. I told him no, and explained that we had tried to verify but were unable. I'll be more aggressive in verifying next time.

Title: CL65 CREW DID NOT MAKE A XING RESTR.

Narrative: WE WERE CLRED TO CROSS SOFTO INTXN AT 11000 FT. I ACKNOWLEDGED WITH THE ALT IN THE READBACK. MY FO SAID, 'I THINK IT WAS SOFTO AT 13000 FT.' THE NORMAL XING AT SOFTO IS 13000 FT AND SEVERAL ACFT AHEAD OF, AND BEHIND US WERE GIVEN 13000 FT AT SOFTO. I TRIED TO VERIFY WITH THE CTLR AT LEAST 3 TIMES, BUT FREQ CONGESTION PREVENTED ME FROM MAKING CONTACT. SEVERAL ACFT WERE BLOCKING EACH OTHER. I FINALLY DECIDED THAT IT MUST HAVE BEEN MY ERROR. LATER THE CTLR ASKED IF WE HAD CROSSED SOFTO AT 11000 FT. I TOLD HIM NO, AND EXPLAINED THAT WE HAD TRIED TO VERIFY BUT WERE UNABLE. I'LL BE MORE AGGRESSIVE IN VERIFYING NEXT TIME.
