Narrative:
Departed runway 4L, turned 060 degree heading per SID. At approximately 800 ft, TCASII RA traffic was 300 ft above and overlayed TCASII aircraft reference symbol. First officer was flying and did an abrupt pushover. Traffic not seen visually advised controller of RA maneuver and he admitted he missed the target, which he reported as being a helicopter.

Title: A B727-200 FLC RECEIVED A TCASII RA ON TKOF FROM EWR. THE ESCAPE MANEUVER REQUIRED THE FLC TO DSND BELOW THE HELI FROM 800 FT AGL.
Narrative: DEPARTED RWY 4L, TURNED 060 DEG HDG PER SID. AT APPROX 800 FT, TCASII RA TFC WAS 300 FT ABOVE AND OVERLAYED TCASII ACFT REF SYMBOL. FO WAS FLYING AND DID AN ABRUPT PUSHOVER. TFC NOT SEEN VISUALLY ADVISED CTLR OF RA MANEUVER AND HE ADMITTED HE MISSED THE TARGET, WHICH HE RPTED AS BEING A HELI.
