Narrative:
On approach sfo, lowered gear early due request to slow to 170 KTS. Right main gear indicated unsafe. Recycled gear, remained unsafe. Requested vectors, climbed and followed directives. At this time, fuel on board +/-43000 pounds. Declared emergency, requested vectors to holding. Instead, continued vectors. Climbed to 10000 ft to dump. During this process initially called lead flight attendant to cockpit. Briefed yellow emergency. After working expanded checklist, rebriefed lead flight attendant on possible red emergency. Contacted dispatch and maintenance -- both concurred with our decisions. Dumped to 33000 pounds. Kept gear down -- visually inspected indicator. Made approach at flaps 50 degrees (slower speed) side-stepped to runway 28L at 1000 ft (ILS inoperative on runway 28L). Flight attendants briefed and then implemented red emergency procedures on final approach. Successfully landed runway 28L (first officer) and cleared runway. Stopped clear of runway, had main gear pinned.
