Narrative:
B727 departed iad and was climbing wbound. MO20 was northbound from approximately csn VOR towads mrb VOR at 6000 ft. West arrival was working MO20 and flew him through departure airspace without handoff or pointout. I tried to avoid the MO20 with the B727 at first. I got really busy with my other aircraft, forgot about the MO20, I didn't see him at first, and then climb my B727. (I was climbing in my airspace.) I asked for help before incident happened and didn't receive any. I stopped departures and that helped some. If west arrival did not run that MO20 through my airspace, none of this would have happened and you would not be reading this. Supplemental information from acn 448851: I reported left to 270 degrees and that we were expedited to 11000 ft MSL. The controller immediately said to go back to 5000 ft MSL and reported mooney traffic at 12 O'clock position and 6000 ft MSL. We visually acquired the mooney as he called it, moving left to right at 12:30 O'clock position, 200 ft above us from TCASII and approximately 4 NM out. We got an RA to climb. So, we kept the mooney visually and climbed in the green arc in the RA/vsi for the RA. I immediately reported the mooney visual and the RA climb. The controller replied, keep the mooney in sight and climb to 11000 ft MSL. We passed approximately 3 NM behind and 600 ft above the mooney.

Title: IAD TRACON HAD AN ACFT FLY THROUGH DEP AIRSPACE WITHOUT A HDOF OR POINTOUT WHICH DISRUPTED DEP TFC.
Narrative: B727 DEPARTED IAD AND WAS CLBING WBOUND. MO20 WAS NBOUND FROM APPROX CSN VOR TOWADS MRB VOR AT 6000 FT. W ARR WAS WORKING MO20 AND FLEW HIM THROUGH DEP AIRSPACE WITHOUT HDOF OR POINTOUT. IF W ARR DID NOT RUN THAT MO20 THROUGH MY AIRSPACE, NONE OF THIS WOULD HAVE HAPPENED AND YOU WOULD NOT BE READING THIS.
