Given clearance to cross gilber (fix on dtw arrival) at FL290. However, due to strong tailwinds, ice, turbulence, was unable to make restr. Due to ZAU being extremely busy, was unable to contact controller in time. Missed crossing restr by 500 ft.

Narrative: GIVEN CLRNC TO CROSS GILBER (FIX ON DTW ARR) AT FL290. HOWEVER, DUE TO STRONG TAILWINDS, ICE, TURB, WAS UNABLE TO MAKE RESTR. DUE TO ZAU BEING EXTREMELY BUSY, WAS UNABLE TO CONTACT CTLR IN TIME. MISSED XING RESTR BY 500 FT.
