Narrative:

Upon postflt inspection, the first officer advised me of a fluid leak originating from the brake mechanism and extending down the wheel and onto the ground. After inspecting it myself, we both agreed that it appeared to be originating from a seal in the right main inboard caliper. We elected to advise company maintenance control and request their assistance. Shortly thereafter, they dispatched a contract maintenance mechanic. We, the crew, provided assistance to the mechanic by applying and releasing brake pressure, and by looking along with him, for the leak. His assessment was that it was not an active leak at this time, and that the airplane was safe to fly. He then called our company maintenance control and advised them of his assessment, and was instructed to prepare the maintenance logbook for a ferry flight back to base. I observed as he completed the maintenance logbook, and obviously I was mistaken when I thought I saw him place his signature onto the bottom entry of the maintenance log. After arrival to base, the line mechanic advised me that the maintenance log had not been signed by the contact mechanic, and that I had flown a maintenance ferry flight without the ferry permit being signed.

Title: A CL65 WAS DISPATCHED IN NON COMPLIANCE ON A MAINT FERRY FLT WITHOUT THE REQUIRED MAINT RELEASE AND FERRY PERMIT SIGNATURES.

Narrative: UPON POSTFLT INSPECTION, THE FO ADVISED ME OF A FLUID LEAK ORIGINATING FROM THE BRAKE MECHANISM AND EXTENDING DOWN THE WHEEL AND ONTO THE GND. AFTER INSPECTING IT MYSELF, WE BOTH AGREED THAT IT APPEARED TO BE ORIGINATING FROM A SEAL IN THE R MAIN INBOARD CALIPER. WE ELECTED TO ADVISE COMPANY MAINT CTL AND REQUEST THEIR ASSISTANCE. SHORTLY THEREAFTER, THEY DISPATCHED A CONTRACT MAINT MECH. WE, THE CREW, PROVIDED ASSISTANCE TO THE MECH BY APPLYING AND RELEASING BRAKE PRESSURE, AND BY LOOKING ALONG WITH HIM, FOR THE LEAK. HIS ASSESSMENT WAS THAT IT WAS NOT AN ACTIVE LEAK AT THIS TIME, AND THAT THE AIRPLANE WAS SAFE TO FLY. HE THEN CALLED OUR COMPANY MAINT CTL AND ADVISED THEM OF HIS ASSESSMENT, AND WAS INSTRUCTED TO PREPARE THE MAINT LOGBOOK FOR A FERRY FLT BACK TO BASE. I OBSERVED AS HE COMPLETED THE MAINT LOGBOOK, AND OBVIOUSLY I WAS MISTAKEN WHEN I THOUGHT I SAW HIM PLACE HIS SIGNATURE ONTO THE BOTTOM ENTRY OF THE MAINT LOG. AFTER ARR TO BASE, THE LINE MECH ADVISED ME THAT THE MAINT LOG HAD NOT BEEN SIGNED BY THE CONTACT MECH, AND THAT I HAD FLOWN A MAINT FERRY FLT WITHOUT THE FERRY PERMIT BEING SIGNED.
