Narrative:
On feb/fri/00, issued a MEL/cdl 52-40-05 enabling maintenance to remove a ground pneumatic connection door and fly with performance penalty per MEL/cdl revision #56 revised jul/wed/99, and FAA approved jan/tue/00 (pmi 'primary FAA maintenance inspection' abc xyz). This was a newly revised MEL/cdl. There was a question as to MEL/cdl effectively for the 700/800 fleet, due to previous revision not including the 700/800's. Company engineering department was contacted and also company dispatch. All approved/agreed that the way the MEL/cdl read revised, aircraft could be dispatched under cdl 52-40-05, and so it was. Now 6 days later I am being told there was a mistake on revision and that it is currently being addressed per company and FAA policy. This revised document was/is my authority/authorized to release aircraft under MEL/cdl. Even though there was a question about the revision (FAA approved and company released/approved). So aircraft was dispatched. Currently I am told manual/document is being addressed/corrected for this revision error. Also aircraft's deferred item has been addressed and cdl has been removed.
Original NASA ASRS Text
Title: A B737-700 WAS DISPATCHED IN NON COMPLIANCE WITH THE PNEUMATIC ACCESS DOOR REMOVED AND DEFERRED PER THE MEL WHICH LATER WAS FOUND IN ERROR.
Narrative: ON FEB/FRI/00, ISSUED A MEL/CDL 52-40-05 ENABLING MAINT TO REMOVE A GND PNEUMATIC CONNECTION DOOR AND FLY WITH PERFORMANCE PENALTY PER MEL/CDL REVISION #56 REVISED JUL/WED/99, AND FAA APPROVED JAN/TUE/00 (PMI 'PRIMARY FAA MAINT INSPECTION' ABC XYZ). THIS WAS A NEWLY REVISED MEL/CDL. THERE WAS A QUESTION AS TO MEL/CDL EFFECTIVELY FOR THE 700/800 FLEET, DUE TO PREVIOUS REVISION NOT INCLUDING THE 700/800'S. COMPANY ENGINEERING DEPT WAS CONTACTED AND ALSO COMPANY DISPATCH. ALL APPROVED/AGREED THAT THE WAY THE MEL/CDL READ REVISED, ACFT COULD BE DISPATCHED UNDER CDL 52-40-05, AND SO IT WAS. NOW 6 DAYS LATER I AM BEING TOLD THERE WAS A MISTAKE ON REVISION AND THAT IT IS CURRENTLY BEING ADDRESSED PER COMPANY AND FAA POLICY. THIS REVISED DOCUMENT WAS/IS MY AUTH TO RELEASE ACFT UNDER MEL/CDL. EVEN THOUGH THERE WAS A QUESTION ABOUT THE REVISION (FAA APPROVED AND COMPANY RELEASED/APPROVED). SO ACFT WAS DISPATCHED. CURRENTLY I AM TOLD MANUAL/DOCUMENT IS BEING ADDRESSED/CORRECTED FOR THIS REVISION ERROR. ALSO ACFT'S DEFERRED ITEM HAS BEEN ADDRESSED AND CDL HAS BEEN REMOVED.
