Narrative:

Inbound to atl on a heading of approximately 190 degrees we were given a descent to 10000 ft MSL. As we approached 11000 ft on the way down, we visually acquired an aircraft at 12 - 1 O'clock position in a climbing turn toward us. When we received an RA, we leveled off at 11000 ft and notified ATC. We were then directed to level off at 11000 ft and turn left to 090 degrees (right downwind for runway 27R). After our acknowledgement, the controller asked 'I did say 11000 ft, correct?' we replied 'affirmative.' we were later unclr if he was inquiring about the avoidance maneuver or the initial clearance. At any rate, during our avoidance maneuver the other aircraft leveled off at 10000 ft and would have been a direct conflict. The remainder of the flight was uneventful.
