Narrative:
Inbound to atl on a heading of approximately 190 degrees we were given a descent to 10000 ft MSL. As we approached 11000 ft on the way down, we visually acquired an aircraft at 12 - 1 O'clock position in a climbing turn toward us. When we received an RA, we leveled off at 11000 ft and notified ATC. We were then directed to level off at 11000 ft and turn left to 090 degrees (right downwind for runway 27R). After our acknowledgement, the controller asked 'I did say 11000 ft, correct?' we replied 'affirmative.' we were later unclr if he was inquiring about the avoidance maneuver or the initial clearance. At any rate, during our avoidance maneuver the other aircraft leveled off at 10000 ft and would have been a direct conflict. The remainder of the flight was uneventful.

Title: FLC OF A B737-300 STOPPED THEIR DSCNT AND CLBED IN RESPONSE TO SIGHTING ANOTHER ACFT CLBING IN A TURN TOWARD THEIR FLT PATH AND A TCASII RA TO CLB.
Narrative: INBOUND TO ATL ON A HDG OF APPROX 190 DEGS WE WERE GIVEN A DSCNT TO 10000 FT MSL. AS WE APCHED 11000 FT ON THE WAY DOWN, WE VISUALLY ACQUIRED AN ACFT AT 12 - 1 O'CLOCK POS IN A CLBING TURN TOWARD US. WHEN WE RECEIVED AN RA, WE LEVELED OFF AT 11000 FT AND NOTIFIED ATC. WE WERE THEN DIRECTED TO LEVEL OFF AT 11000 FT AND TURN L TO 090 DEGS (R DOWNWIND FOR RWY 27R). AFTER OUR ACKNOWLEDGEMENT, THE CTLR ASKED 'I DID SAY 11000 FT, CORRECT?' WE REPLIED 'AFFIRMATIVE.' WE WERE LATER UNCLR IF HE WAS INQUIRING ABOUT THE AVOIDANCE MANEUVER OR THE INITIAL CLRNC. AT ANY RATE, DURING OUR AVOIDANCE MANEUVER THE OTHER ACFT LEVELED OFF AT 10000 FT AND WOULD HAVE BEEN A DIRECT CONFLICT. THE REMAINDER OF THE FLT WAS UNEVENTFUL.
