Narrative:

Smoke and fumes were reported by our flight attendant at approximately 15 mi out from the airport. The captain and I declared an emergency, and immediately donned our oxygen masks. An uneventful normal landing was made and the passenger were deplaned at our gate. The problem was found to be a problem with a recirculation fan blade coming into contact with its case.

Title: AN ACR FLC IS MANDATED TO DON THEIR OXYGEN MASKS WHEN THE FLT ATTENDANT DETECTS SMOKE AND FUMES WHILE THE FLT IS 15 MI S OF IND, IN.

Narrative: SMOKE AND FUMES WERE RPTED BY OUR FLT ATTENDANT AT APPROX 15 MI OUT FROM THE ARPT. THE CAPT AND I DECLARED AN EMER, AND IMMEDIATELY DONNED OUR OXYGEN MASKS. AN UNEVENTFUL NORMAL LNDG WAS MADE AND THE PAX WERE DEPLANED AT OUR GATE. THE PROB WAS FOUND TO BE A PROB WITH A RECIRCULATION FAN BLADE COMING INTO CONTACT WITH ITS CASE.
