Narrative:
Airborne traffic conflict. Being radar vectored to the visual for runway 1. ATC issued a clearance to intercept runway 25L localizer. Flight was issued a clearance to descend to 7000 ft. We both looked at the altitude set in the window read 7000 ft. We then verbally confirmed 7000 ft. Descending at 1000 FPM controller said air carrier X climb to 8000 ft. Las approach then added air carrier X climb to 8000 ft and turn right. We climbed quickly to 8000 ft and complied with the RA on TCASII. We proceeded to runway 1R for a normal landing and taxi to gate. ATC issued a phone number to call once at gate. Supplemental information from acn 465180: phone conversation to las TRACON supervisor indicated error was made by approach control. Other aircraft involved in conflict was military T38 in climb out from military base.

SUPPLEMENTAL INFO FROM ACN 465180: PHONE CONVERSATION TO LAS TRACON SUPVR INDICATED ERROR WAS MADE BY APCH CTL. OTHER ACFT INVOLVED IN CONFLICT WAS MIL T38 IN CLBOUT FROM MIL BASE.
