Narrative:
During taxi out, we were told by ramp to expect to follow company out exit and to switch to ground control. On switching, we both heard a call telling to taxi and telling us to give way. We were about 3-5 KTS looking for an aircraft. The only one we saw was in the parking area 2 spots east. Then we saw the aircraft in the spot next to it lurch out of parking and start a left turn in front of us. I immediately hit the brakes and the right brake grabbed making a more sudden stop than planned. (The brakes were a little warm, 150 degrees.) we noticed that the aircraft pulling out did not have his beacons on or any other lights. He was a maintenance taxi and there were no ground personnel either. My flight attendants were up giving the predep brief and were jostled a bit. The #2 flight attendant hither back against a seat and had a very sore back. The #1 and #4 flight attendants hit up against the bulkhead and were shaken and not injured. This could have been much worse if it were dark. I don't know the remedy to make sure that moving aircraft have their beacons on other than a checklist. This could have been avoided with simple following of procedure.

WE NOTICED THAT THE ACFT PULLING OUT DID NOT HAVE HIS BEACONS ON OR ANY OTHER LIGHTS. HE WAS A MAINT TAXI AND THERE WERE NO GND PERSONNEL EITHER.
