Narrative:
Orf approach vectored the #1 aircraft behind the 2ND departure due to slow climb and speed of #1. The radar controller at ZDC was distracted by attempting to make computer entries on new dsr equipment. During the distraction the trailing aircraft increased speed and started to catch the 1ST aircraft. The r-side controller, did not have a d-side to assist at the time. The radar controller descended the trailing aircraft to 17000 ft and obtained a PIREP.

Title: ZDC CTLR DOES NOT RECOGNIZE ORF, HS25 OVERTAKE OF PRECEDING C650.
Narrative: ORF APCH VECTORED THE #1 ACFT BEHIND THE 2ND DEP DUE TO SLOW CLB AND SPD OF #1. THE RADAR CTLR AT ZDC WAS DISTRACTED BY ATTEMPTING TO MAKE COMPUTER ENTRIES ON NEW DSR EQUIP. DURING THE DISTR THE TRAILING ACFT INCREASED SPD AND STARTED TO CATCH THE 1ST ACFT. THE R-SIDE CTLR, DID NOT HAVE A D-SIDE TO ASSIST AT THE TIME. THE RADAR CTLR DSNDED THE TRAILING ACFT TO 17000 FT AND OBTAINED A PIREP.
