Narrative:

Upon arrival at ZZZ, FAA inspectors swarmed over the exterior of our aircraft. A few mins later, an FAA air safety inspector came to the cockpit and informed me that the aircraft had departed ZZZ in an unairworthy condition, in violation of far part 91.525. He informed me that I would be charged with the violation. The inspector said that when the cargo door was opened upon arrival at XXX, baggage fell out onto the ramp because the cargo netting, although installed, was not being used as required. Note: after forward entry door was closed at ZZZ, ZZZ ground service personnel reopened cargo door to load late arriving baggage.

Title: A B727-200 WAS DISPATCHED IN NON COMPLIANCE WHEN LATE BAGS WERE LOADED AND THE CARGO DOOR BARRIER NET WAS NOT INSTALLED.

Narrative: UPON ARR AT ZZZ, FAA INSPECTORS SWARMED OVER THE EXTERIOR OF OUR ACFT. A FEW MINS LATER, AN FAA AIR SAFETY INSPECTOR CAME TO THE COCKPIT AND INFORMED ME THAT THE ACFT HAD DEPARTED ZZZ IN AN UNAIRWORTHY CONDITION, IN VIOLATION OF FAR PART 91.525. HE INFORMED ME THAT I WOULD BE CHARGED WITH THE VIOLATION. THE INSPECTOR SAID THAT WHEN THE CARGO DOOR WAS OPENED UPON ARR AT XXX, BAGGAGE FELL OUT ONTO THE RAMP BECAUSE THE CARGO NETTING, ALTHOUGH INSTALLED, WAS NOT BEING USED AS REQUIRED. NOTE: AFTER FORWARD ENTRY DOOR WAS CLOSED AT ZZZ, ZZZ GND SVC PERSONNEL REOPENED CARGO DOOR TO LOAD LATE ARRIVING BAGGAGE.
