Narrative:
We were on the valre 2 arrival, just crossing valre, on a 158 degree heading, with clearance out of 6000 ft for 3000 ft. With autoplt on, doing 250 KTS, level change had been initiated and we were descending when I saw another airplane at 10 O'clock position, about 1 mi away. A couple seconds later, at about 5700 ft, I disconnected the autoplt, pulled the plane up to level flight and started a slight right turn. The other airplane, a white, light, twin, flew past our left wing. It was heading 360-020 degrees and appeared level at 5500 ft. We did not see it take any evasive actions. We received no TCASII warnings nor advisories from ny approach frequency 126.4. When we advised them of the near miss approach said 'didn't see anything, sorry.' our TCASII was working fine. We received a TA a couple mins later on downwind to landing on runway 34.

Title: MLG CREW HAD NMAC WITH LIGHT TWIN, FLYING INSIDE THE JFK CLASS B VAIL, THAT WAS NOT OPERATING A XPONDER.
Narrative: WE WERE ON THE VALRE 2 ARR, JUST XING VALRE, ON A 158 DEG HDG, WITH CLRNC OUT OF 6000 FT FOR 3000 FT. WITH AUTOPLT ON, DOING 250 KTS, LEVEL CHANGE HAD BEEN INITIATED AND WE WERE DSNDING WHEN I SAW ANOTHER AIRPLANE AT 10 O'CLOCK POS, ABOUT 1 MI AWAY. A COUPLE SECONDS LATER, AT ABOUT 5700 FT, I DISCONNECTED THE AUTOPLT, PULLED THE PLANE UP TO LEVEL FLT AND STARTED A SLIGHT R TURN. THE OTHER AIRPLANE, A WHITE, LIGHT, TWIN, FLEW PAST OUR L WING. IT WAS HEADING 360-020 DEGS AND APPEARED LEVEL AT 5500 FT. WE DID NOT SEE IT TAKE ANY EVASIVE ACTIONS. WE RECEIVED NO TCASII WARNINGS NOR ADVISORIES FROM NY APCH FREQ 126.4. WHEN WE ADVISED THEM OF THE NEAR MISS APCH SAID 'DIDN'T SEE ANYTHING, SORRY.' OUR TCASII WAS WORKING FINE. WE RECEIVED A TA A COUPLE MINS LATER ON DOWNWIND TO LNDG ON RWY 34.
