Narrative:

Takeoff from runway 15L at iah. Maximum power (tailwind). The captain pushed throttles up (1.4 checked good) and called for maximum power. After initial power was set, I began my takeoff scan, returning to the front instrument panel at about 80 KTS. I noticed the copilot pushing on the #1 throttle, and he stated the throttle was full forward, and my scan by that time indicated 95% N1, 1.91 EPR and 110 KTS. Callback conversation with reporter revealed the following information: the reporter stated the aircraft was a B727-200 with pratt & whitney JT8D-15 engines. The reporter said the engine would make standard power but not maximum power. The reporter said the engine was replaced.
