Narrative:
We were on short final for runway 17R, passing through 1000 ft AGL with the first officer flying. The tower had landing traffic rolling out on runway 17R, an air carrier Z aircraft in position and holding on runway 17R and a helicopter departing the area. Air carrier Z took too long to roll after being cleared for takeoff and we were instructed to go around. While executing the go around and complying with the tower's go around instructions, I looked out my left window and saw the helicopter approaching us quickly. I took control of the aircraft and maneuvered it so as to avoid the helicopter. TCASII did not warn us of the conflict with a TA. Nor did it give us an RA as we were too low. The tower said that she wasn't talking to the helicopter, apologized to us numerous times, and remarked over and over that the whole situation was her fault. I guess that she just had too many operations going on at once and when things fell apart we got caught in the middle of it all.

Title: CAPT OF A B737-800 TOOK EVASIVE ACTION DURING GAR TO AVOID A HELI CLBING OUT AFTER TKOF.
Narrative: WE WERE ON SHORT FINAL FOR RWY 17R, PASSING THROUGH 1000 FT AGL WITH THE FO FLYING. THE TWR HAD LNDG TFC ROLLING OUT ON RWY 17R, AN ACR Z ACFT IN POS AND HOLDING ON RWY 17R AND A HELI DEPARTING THE AREA. ACR Z TOOK TOO LONG TO ROLL AFTER BEING CLRED FOR TKOF AND WE WERE INSTRUCTED TO GO AROUND. WHILE EXECUTING THE GAR AND COMPLYING WITH THE TWR'S GAR INSTRUCTIONS, I LOOKED OUT MY L WINDOW AND SAW THE HELI APCHING US QUICKLY. I TOOK CTL OF THE ACFT AND MANEUVERED IT SO AS TO AVOID THE HELI. TCASII DID NOT WARN US OF THE CONFLICT WITH A TA. NOR DID IT GIVE US AN RA AS WE WERE TOO LOW. THE TWR SAID THAT SHE WASN'T TALKING TO THE HELI, APOLOGIZED TO US NUMEROUS TIMES, AND REMARKED OVER AND OVER THAT THE WHOLE SIT WAS HER FAULT. I GUESS THAT SHE JUST HAD TOO MANY OPS GOING ON AT ONCE AND WHEN THINGS FELL APART WE GOT CAUGHT IN THE MIDDLE OF IT ALL.
