Narrative:
At a position about 5 mi prior to lrp VOR at FL180, a clearance to cross bunts at 8000 ft and 205 KTS was given. With a descent rate of 2000-3500 FPM, conditions did not allow us to descend and slow over the allotted distance. Phl approach also called us over bunts while our navigation showed 2 mi to go to that position. I feel phl approach gives this descent too close to intersection.
