Narrative:
While boarding and during the flight, a female passenger was loud and disruptive, annoying passenger around her with inappropriate language and sexual overtures. She appeared mentally unstable. Passenger complained and we had to constantly ask her to keep her voice down. She was defiant. We had the police meet the aircraft, but local police has no jurisdiction, the fbi was nowhere to be found, and we were required to file charges (at XA30!) in order to hold her until the fbi could be contacted. Needless to say, she was released. It's very disappointing to see how much bureaucracy and red tape is involved in passenger misconduct sits. After a horrible flight like this one, no one would want to spend any 'personal' time (since we don't get paid after the aircraft has landed) filling out reports.

Title: CABIN ATTENDANT RPT, B757, JFK-SJU. WOMAN WAS LOUD, DISRUPTIVE, MADE SEXUAL OVERTURES ON BOARDING AND DURING FLT. OTHER PAX UPSET. POLICE MET FLT, NO CHARGES FILED.
Narrative: WHILE BOARDING AND DURING THE FLT, A FEMALE PAX WAS LOUD AND DISRUPTIVE, ANNOYING PAX AROUND HER WITH INAPPROPRIATE LANGUAGE AND SEXUAL OVERTURES. SHE APPEARED MENTALLY UNSTABLE. PAX COMPLAINED AND WE HAD TO CONSTANTLY ASK HER TO KEEP HER VOICE DOWN. SHE WAS DEFIANT. WE HAD THE POLICE MEET THE ACFT, BUT LCL POLICE HAS NO JURISDICTION, THE FBI WAS NOWHERE TO BE FOUND, AND WE WERE REQUIRED TO FILE CHARGES (AT XA30!) IN ORDER TO HOLD HER UNTIL THE FBI COULD BE CONTACTED. NEEDLESS TO SAY, SHE WAS RELEASED. IT'S VERY DISAPPOINTING TO SEE HOW MUCH BUREAUCRACY AND RED TAPE IS INVOLVED IN PAX MISCONDUCT SITS. AFTER A HORRIBLE FLT LIKE THIS ONE, NO ONE WOULD WANT TO SPEND ANY 'PERSONAL' TIME (SINCE WE DON'T GET PAID AFTER THE ACFT HAS LANDED) FILLING OUT RPTS.
