Asked for block FL190 through FL210 which is proper for eastbound IFR. PNF read back FL190 through FL210 and set in alerter. Center claimed they had only cleared us from FL190 to FL200 and that we had busted FL200.

Title: FLC OF A SWEARINGEN SA227 METRO III OVERSHOT ASSIGNED ALT, DURING ENRTE ALT CHANGE, DUE TO BOTH CREW MEMBERS BELIEVING THAT THEY HAD BEEN ASSIGNED THE HIGHER ALT, PARTICULARLY SINCE IT COINCIDED WITH THE DIRECTION OF FLT.
Narrative: ASKED FOR BLOCK FL190 THROUGH FL210 WHICH IS PROPER FOR EBOUND IFR. PNF READ BACK FL190 THROUGH FL210 AND SET IN ALERTER. CTR CLAIMED THEY HAD ONLY CLRED US FROM FL190 TO FL200 AND THAT WE HAD BUSTED FL200.
