Narrative:

During late night/early morning operations, phl tower uses single controller for tower and ground frequencys. This is dangerous! Controller missed numerous calls from aircraft airborne and taxiing. We had to wait for mins at 3 locations where we were #1. We waited on the runway for 3 mins for takeoff clearance. This may be economical for the FAA, but it is dangerous.
