Narrative:
After cleared direct civet at FL210 on baset 2 arrival lax (10-2 plate 9/xa/00) to hold as published, controller issued an immediate right turn, climb to FL220. Another crew confirmed left turns 'as published' and few follow-on comments made by issuing controller at ARTCC. Confusion around hold instructions, potential conflict. Captain flying. Flight cleared to hold as published at civet. Entered hold as published, FL210 left turns, 10 DME legs. Quizzed about hold. Later, controller confirmed published chart hold and appeared contrite and perplexed. Supplemental information from acn 503321: in first left turn, controller asked what was going on and asked another air carrier flight what their chart showed and they confirmed left turns as published at civet. No conflict crew was aware of. Controller confusion over 'published' hold created potential conflict. Controller seemed upset with himself.
