Narrative:
After 2 separate 2-3 min delays in controller's answering my radio calls, I thought that during this approach phase (contacting mcn tower from approach) the same thing was happening. We descended out of the clouds at 2-3 mi from the airport. I continued to try to contact mcn tower, using both radios and the hand microphone. We noted that there were 2 aircraft holding short of the runway, and the runway was clear. We thought that the tower could hear us and we could not hear them. Not wanting to go around and risk IMC with no radios, the captain chose to land.

Narrative: AFTER 2 SEPARATE 2-3 MIN DELAYS IN CTLR'S ANSWERING MY RADIO CALLS, I THOUGHT THAT DURING THIS APCH PHASE (CONTACTING MCN TWR FROM APCH) THE SAME THING WAS HAPPENING. WE DSNDED OUT OF THE CLOUDS AT 2-3 MI FROM THE ARPT. I CONTINUED TO TRY TO CONTACT MCN TWR, USING BOTH RADIOS AND THE HAND MIKE. WE NOTED THAT THERE WERE 2 ACFT HOLDING SHORT OF THE RWY, AND THE RWY WAS CLR. WE THOUGHT THAT THE TWR COULD HEAR US AND WE COULD NOT HEAR THEM. NOT WANTING TO GO AROUND AND RISK IMC WITH NO RADIOS, THE CAPT CHOSE TO LAND.
