Narrative:

Cleared to land runway 26 at phx, ATC put a BE1900 into position then cleared him for an immediate takeoff. It looked like we would have the required separation for landing, so we continued. ATC issued a go around to us with a runway heading assignment and climb to 3000 ft. Controller (ATC) also instructed the BE1900 to offset to the right. The BE1900 did not do that. Since I was about to lose sight of the BE1900 under the nose, I offset right to keep him in sight. As we approached 3000 ft, ATC issued a right climbing turn to the BE1900 which caused him to cross ahead and slightly under our flight path. We informed ATC we were turning to the left and controller instructed us to maintain runway heading. We then informed controller that we were taking evasive action to the left to avoid the BE1900. Switched to approach control for a normal visual approach to runway 25L. Called tower on the ground. Spoke with supervisor. Was told controller was new and that I probably was controller's first go around.

Title: NMAC OCCURS AFTER AN A320 IS GIVEN A GAR WHEN A BE1900 IS ON A TKOF AND INITIAL CLB FROM THE SAME RWY AT PHX, AZ.

Narrative: CLRED TO LAND RWY 26 AT PHX, ATC PUT A BE1900 INTO POS THEN CLRED HIM FOR AN IMMEDIATE TKOF. IT LOOKED LIKE WE WOULD HAVE THE REQUIRED SEPARATION FOR LNDG, SO WE CONTINUED. ATC ISSUED A GAR TO US WITH A RWY HDG ASSIGNMENT AND CLB TO 3000 FT. CTLR (ATC) ALSO INSTRUCTED THE BE1900 TO OFFSET TO THE R. THE BE1900 DID NOT DO THAT. SINCE I WAS ABOUT TO LOSE SIGHT OF THE BE1900 UNDER THE NOSE, I OFFSET R TO KEEP HIM IN SIGHT. AS WE APCHED 3000 FT, ATC ISSUED A R CLBING TURN TO THE BE1900 WHICH CAUSED HIM TO CROSS AHEAD AND SLIGHTLY UNDER OUR FLT PATH. WE INFORMED ATC WE WERE TURNING TO THE L AND CTLR INSTRUCTED US TO MAINTAIN RWY HDG. WE THEN INFORMED CTLR THAT WE WERE TAKING EVASIVE ACTION TO THE L TO AVOID THE BE1900. SWITCHED TO APCH CTL FOR A NORMAL VISUAL APCH TO RWY 25L. CALLED TWR ON THE GND. SPOKE WITH SUPVR. WAS TOLD CTLR WAS NEW AND THAT I PROBABLY WAS CTLR'S FIRST GAR.
