Narrative:
First officer was doing the takeoff from left seat. Taking off from runway 1 at dca requires a quick turn to the northwest -- the 328 degree radial from dca VOR for noise abatement and P56 area avoidance. The first officer mindful of the turn got distraction and allowed the nose to drop in the turn which resulted in 0 FPM climb rate at about 340 ft MSL. I pointed it out to him and at the same moment the GPWS called 'terrain.' I quickly pulled up and the climb was resumed (approximately level time 5 seconds). I should have not been so 'generous' close to the ground and should have pulled up sooner.

Title: A C560 FLC ALLOWS THE NOSE TO DROP ON INITIAL CLB DURING THE DEP PROC AND GETS A GPWS WITH A ZERO CLB RATE AT DCA, DC.
Narrative: FO WAS DOING THE TKOF FROM L SEAT. TAKING OFF FROM RWY 1 AT DCA REQUIRES A QUICK TURN TO THE NW -- THE 328 DEG RADIAL FROM DCA VOR FOR NOISE ABATEMENT AND P56 AREA AVOIDANCE. THE FO MINDFUL OF THE TURN GOT DISTR AND ALLOWED THE NOSE TO DROP IN THE TURN WHICH RESULTED IN 0 FPM CLB RATE AT ABOUT 340 FT MSL. I POINTED IT OUT TO HIM AND AT THE SAME MOMENT THE GPWS CALLED 'TERRAIN.' I QUICKLY PULLED UP AND THE CLB WAS RESUMED (APPROX LEVEL TIME 5 SECONDS).
