Narrative:
Tower had 2 aircraft holding short of runway 17C. Air carrier X B757 at taxiway er (far end of runway) and an air carrier Y DC9 at taxiway el (half way down runway). As air carrier Z MD80 passed taxiway el on landing roll, tower cleared air carrier Y to cross runway 17C. Air carrier X crossed the runway at taxiway er without clearance in front of landing traffic.

Narrative: TWR HAD 2 ACFT HOLDING SHORT OF RWY 17C. ACR X B757 AT TXWY ER (FAR END OF RWY) AND AN ACR Y DC9 AT TXWY EL (HALF WAY DOWN RWY). AS ACR Z MD80 PASSED TXWY EL ON LNDG ROLL, TWR CLRED ACR Y TO CROSS RWY 17C. ACR X CROSSED THE RWY AT TXWY ER WITHOUT CLRNC IN FRONT OF LNDG TFC.
