Narrative:
I was flying, entering the downwind when the TCASII saw traffic. The controller of fxe said 'climb to 1500- ft.' when I was at 1000 ft, controller said 'stay below 1500 ft' but then controller said 'when landing, call tower,' saying that we should have been above 1500 ft.

Title: TCASII TA WHEN WRONG TFC PATTERN ALT FLOWN BY A MERLIN II FLC ON DOWNWIND ENTRY LEG INTO FLL, FL.
Narrative: I WAS FLYING, ENTERING THE DOWNWIND WHEN THE TCASII SAW TFC. THE CTLR OF FXE SAID 'CLB TO 1500- FT.' WHEN I WAS AT 1000 FT, CTLR SAID 'STAY BELOW 1500 FT' BUT THEN CTLR SAID 'WHEN LNDG, CALL TWR,' SAYING THAT WE SHOULD HAVE BEEN ABOVE 1500 FT.
