Narrative:
PA28-161 (piper warrior ii) was returning from training flight. CFI aboard the aircraft called pdk tower prior to entering class D airspace, at 7 DME from pdk VOR. Tower did not respond. CFI called pdk tower again at 5.9 DME. Tower then acknowledged communication and aircraft was told to 'identify.' there was no subsequent confirmation of radar contact by pdk tower. At 4.3 DME, the CFI inquired whether controller had established contact with his aircraft. Controller responded, then paused and sounded confused. Controller, in a very unconfident, broken tone, advised of 'traffic at 11 O'clock position, 1 mi, XXXX ft.' student aboard the aircraft immediately announced to the CFI that he saw the aircraft and began to turn to the right. CFI then saw the conflicting aircraft, a v-tail beechcraft bonanza, assumed control of the warrior and quickly turned right and descended to avoid striking the bonanza. The bonanza appeared to be climbing and turning right to avoid the warrior. The CFI then told pdk tower, 'we have the traffic and just came within 500 ft of it.

Title: NMAC IN CLASS D AIRSPACE BTWN A PA28 ON ARR AND A BONANZA DEPARTING.
Narrative: PA28-161 (PIPER WARRIOR II) WAS RETURNING FROM TRAINING FLT. CFI ABOARD THE ACFT CALLED PDK TWR PRIOR TO ENTERING CLASS D AIRSPACE, AT 7 DME FROM PDK VOR. TWR DID NOT RESPOND. CFI CALLED PDK TWR AGAIN AT 5.9 DME. TWR THEN ACKNOWLEDGED COM AND ACFT WAS TOLD TO 'IDENT.' THERE WAS NO SUBSEQUENT CONFIRMATION OF RADAR CONTACT BY PDK TWR. AT 4.3 DME, THE CFI INQUIRED WHETHER CTLR HAD ESTABLISHED CONTACT WITH HIS ACFT. CTLR RESPONDED, THEN PAUSED AND SOUNDED CONFUSED. CTLR, IN A VERY UNCONFIDENT, BROKEN TONE, ADVISED OF 'TFC AT 11 O'CLOCK POS, 1 MI, XXXX FT.' STUDENT ABOARD THE ACFT IMMEDIATELY ANNOUNCED TO THE CFI THAT HE SAW THE ACFT AND BEGAN TO TURN TO THE R. CFI THEN SAW THE CONFLICTING ACFT, A V-TAIL BEECHCRAFT BONANZA, ASSUMED CTL OF THE WARRIOR AND QUICKLY TURNED R AND DSNDED TO AVOID STRIKING THE BONANZA. THE BONANZA APPEARED TO BE CLBING AND TURNING R TO AVOID THE WARRIOR. THE CFI THEN TOLD PDK TWR, 'WE HAVE THE TFC AND JUST CAME WITHIN 500 FT OF IT.
