Narrative:
While on vectors for approach, we were descending from 8000 ft to 6000 ft. We were issued a turn. Just prior to starting the turn, we received a TA. During the turn, we received an RA with climb at 4000 FPM. Evasive action was taken. The controller appeared to be swamped with all hub arrs. The other aircraft reported an RA also. We never saw the other aircraft.

Title: A CARJ CREW, DSNDING INTO DTW, RESPONDED TO A CLB RA FROM TCASII.
Narrative: WHILE ON VECTORS FOR APCH, WE WERE DSNDING FROM 8000 FT TO 6000 FT. WE WERE ISSUED A TURN. JUST PRIOR TO STARTING THE TURN, WE RECEIVED A TA. DURING THE TURN, WE RECEIVED AN RA WITH CLB AT 4000 FPM. EVASIVE ACTION WAS TAKEN. THE CTLR APPEARED TO BE SWAMPED WITH ALL HUB ARRS. THE OTHER ACFT RPTED AN RA ALSO. WE NEVER SAW THE OTHER ACFT.
