Narrative:
Tail compartment temperature high light came on. Climbing out of mia through FL230, the tail compartment temperature high light came on. Airfoil anti-ice was off. Pneumatic xfeed valves were closed, so we just turned the aircraft packs to high pressure bleed off, as the checklist says to do. The light went out after 5 seconds. I decided to return to mia because of the icing conditions ahead of our flight plan. We declared an emergency with ATC and made an overweight landing at mia. After clearing the runway, crash fire rescue equipment checked our aircraft and found no problems, so we taxied to the gate. We made an overweight landing on runway 9R at mia. Our landing weight was 134000 pounds and we made a soft landing. No problems after landing.

Title: MD80 CREW HAD THE TAIL COMPARTMENT TEMP HIGH LIGHT ILLUMINATE WHILE CLBING THROUGH FL230 IN ZMA CLASS A AIRSPACE.
Narrative: TAIL COMPARTMENT TEMP HIGH LIGHT CAME ON. CLBING OUT OF MIA THROUGH FL230, THE TAIL COMPARTMENT TEMP HIGH LIGHT CAME ON. AIRFOIL ANTI-ICE WAS OFF. PNEUMATIC XFEED VALVES WERE CLOSED, SO WE JUST TURNED THE ACFT PACKS TO HIGH PRESSURE BLEED OFF, AS THE CHKLIST SAYS TO DO. THE LIGHT WENT OUT AFTER 5 SECONDS. I DECIDED TO RETURN TO MIA BECAUSE OF THE ICING CONDITIONS AHEAD OF OUR FLT PLAN. WE DECLARED AN EMER WITH ATC AND MADE AN OVERWT LNDG AT MIA. AFTER CLRING THE RWY, CFR CHKED OUR ACFT AND FOUND NO PROBS, SO WE TAXIED TO THE GATE. WE MADE AN OVERWT LNDG ON RWY 9R AT MIA. OUR LNDG WT WAS 134000 LBS AND WE MADE A SOFT LNDG. NO PROBS AFTER LNDG.
