Narrative:
Visual approach to runway 23 at orf -- tower advised of VFR aircraft Y at 1 O'clock position at 800 ft. We were descending through 900 ft at the time. Aircraft Y appeared on TCASII 100 ft below -- no advisories or warnings from TCASII. We elected to do a go around -- never acquired aircraft Y visually. Spoke with tower after landing. They cleared helicopter through their airspace and handed him off to another frequency, and then the helicopter turned back into the final. Tower advised they were preparing to direct a go around if we had not accomplished one.
