Narrative:
While waiting on IFR clearance in the air, entered IMC. Ceilings reported 2800 overcast. Memphis usually will pick up transponder well below this. Departed runway 6 at mrc. Called memphis to get clearance. Memphis issued transponder code. Memphis did not issue clearance in usual quick manner. While waiting on memphis, entered IMC that was below reported base. I will pick up clearance on the ground, if ceiling reported anything below 5000 ft.
