Narrative:

On the afternoon of apr/tue/03, I received an official WX brief from duats. I did not note any NOTAMS for pne. At alb, I checked the wsi machine for the WX at teb and pne and also the NOTAMS and did not notice any NOTAMS for pne. Upon arriving at pne, I landed on runway 24 without incident and without noting any lights out on runway 33. After unloading my cargo and starting up, I taxied out to runway 33. During the taxi, I did not notice any markings indicating that runway 33 was closed. I announced that I was departing runway 33 and did not see any lights out or see any lighted or painted 'X' on the runway. After departing, the security guard said on the radio that runway 33 was closed. When I contacted philadelphia approach, I asked the controller on duty if there were any NOTAMS for pne. He said that there were 'no NOTAMS on the list of airport NOTAMS, but with the automated WX he was receiving, there was a NOTAM for 'runway 33 lights OTS,' but there was no starting and ending time or date. I believe this event occurred because of the following factors: 1) the PIC's reliance on unofficial data (wsi machine). 2) lack of any indications of a runway being closed. 3) the runway 33 lights were notamed OTS, yet they were operational and seemed to be standard lighting. At no time did I see any indications that runway 33 was unsafe for departure.

Title: A C402 CARGO PLT PERFORMS A TKOF ON A CLOSED RWY DURING A NIGHT OP AT PNE, PA.

Narrative: ON THE AFTERNOON OF APR/TUE/03, I RECEIVED AN OFFICIAL WX BRIEF FROM DUATS. I DID NOT NOTE ANY NOTAMS FOR PNE.
