Narrative:
We had been cleared on the skebr 2 arrival to las and to cross misen at FL230 and clarr at 13000 ft/250 KTS. From our cruise altitude of FL260, we got busy with paperwork and were late starting down to make our FL230 restr at misen. Approaching misen, ZLA handed us off to the next controller as we continued our descent (crossing restr on arrival plate is at or above FL240). Factors contributed to confusion and late start down were distractions with paperwork, confusion as to crossing restr and fatigue. Had we programmed the altitudes correctly into our flight management computer (FMC), we would have gotten an alert to start down to comply with first restr. The late hour and long day, probably contributed to our not catching the program error. Closer adherence to company procedures for programming fuel and my checking the FMC would have prevented the error. I do believe I have learned a very important lesson and will not make that mistake again.

Narrative: WE HAD BEEN CLRED ON THE SKEBR 2 ARR TO LAS AND TO CROSS MISEN AT FL230 AND CLARR AT 13000 FT/250 KTS. FROM OUR CRUISE ALT OF FL260, WE GOT BUSY WITH PAPERWORK AND WERE LATE STARTING DOWN TO MAKE OUR FL230 RESTR AT MISEN. APCHING MISEN, ZLA HANDED US OFF TO THE NEXT CTLR AS WE CONTINUED OUR DSCNT (XING RESTR ON ARR PLATE IS AT OR ABOVE FL240). FACTORS CONTRIBUTED TO CONFUSION AND LATE START DOWN WERE DISTRACTIONS WITH PAPERWORK, CONFUSION AS TO XING RESTR AND FATIGUE. HAD WE PROGRAMMED THE ALTS CORRECTLY INTO OUR FLT MGMNT COMPUTER (FMC), WE WOULD HAVE GOTTEN AN ALERT TO START DOWN TO COMPLY WITH FIRST RESTR. THE LATE HR AND LONG DAY, PROBABLY CONTRIBUTED TO OUR NOT CATCHING THE PROGRAM ERROR. CLOSER ADHERENCE TO COMPANY PROCS FOR PROGRAMMING FUEL AND MY CHKING THE FMC WOULD HAVE PREVENTED THE ERROR.
