Narrative:
On approach into mdw, ATC told another aircraft that mdw was down to 1 runway 31C. Broke out about 1000 ft and saw row of aircraft waiting to take off on runway 31C. Touchdown and rollout uneventful. Turned off runway on taxiway B. It was raining hard enough to require wipers for taxi. Tower said to hold short of runway 31R and contact ground. Ground said to 'taxi taxiway north, cleared to cross runway 31R.' ground then said 'cleared taxiway north to the gate.' both pilots checked runway 4R was clear in both directions and taxied across runway 4R. When past the centerline, ground yelled, 'air carrier X, stop!' we looked down runway 4R and saw aircraft lights on an aircraft becoming airborne and turning left. Liftoff was before runway 31C (regional jet) at about 10 ft of altitude. Captain added power and taxied clear of runway immediately. When first officer asked ground to verify taxi instructions of taxiway north to gate, ground replied, 'it was my fault.'

Narrative: ON APCH INTO MDW, ATC TOLD ANOTHER ACFT THAT MDW WAS DOWN TO 1 RWY 31C. BROKE OUT ABOUT 1000 FT AND SAW ROW OF ACFT WAITING TO TAKE OFF ON RWY 31C. TOUCHDOWN AND ROLLOUT UNEVENTFUL. TURNED OFF RWY ON TXWY B. IT WAS RAINING HARD ENOUGH TO REQUIRE WIPERS FOR TAXI. TWR SAID TO HOLD SHORT OF RWY 31R AND CONTACT GND. GND SAID TO 'TAXI TXWY N, CLRED TO CROSS RWY 31R.' GND THEN SAID 'CLRED TXWY N TO THE GATE.' BOTH PLTS CHKED RWY 4R WAS CLR IN BOTH DIRECTIONS AND TAXIED ACROSS RWY 4R. WHEN PAST THE CTRLINE, GND YELLED, 'ACR X, STOP!' WE LOOKED DOWN RWY 4R AND SAW ACFT LIGHTS ON AN ACFT BECOMING AIRBORNE AND TURNING L. LIFTOFF WAS BEFORE RWY 31C (REGIONAL JET) AT ABOUT 10 FT OF ALT. CAPT ADDED PWR AND TAXIED CLR OF RWY IMMEDIATELY. WHEN FO ASKED GND TO VERIFY TAXI INSTRUCTIONS OF TXWY N TO GATE, GND REPLIED, 'IT WAS MY FAULT.'
