Jun/thu/03, at XA45 hours I started working on aircraft X to change the oil filer and oil. I'd checked idi history (aircraft maintenance history) on the aircraft. #1 engine had a coking problem. Work previously done was change oil, oil filter. I did not see anything that said they ran engine. The aircraft had XD45 departure time. I started to change the oil filter first since it was the easiest thing to do first. The oil filter came off fine. The problems started, when I replaced the filter. It wouldn't go on as easy as it came off. It took me about 40 mins to get it on right, because it wasn't sealing right. When I did get the filter on, the task card said to tighten the case bolts to 25-30 inch pounds, but it took more than that to secure the filter case. The problem draining the oil, is that the oil drain valve was clogged, so no oil came out. I had to reference the maintenance manual and had to remove the drain valve assembly. By the time all this happened, it was after XC00 hours and the plane was leaving at XD45 hours. Running out of time, my lead called and told me to defer the job. At the same time, I put a screw driver into the oil tank drain and a big piece of coked oil came out along with the oil. It took a while for all the oil to drain out. With the oil tank drained, I asked my co-worker to help, add oil to the oil tank, while I locked the oil filter case bolts. With that done, I went inside to do the paperwork. I don't know how, but I must have misread the step that had to do with an engine run and check for oil leaks. So I checked off the block, but did not accomplish the step. I completed the paperwork, and the plane left on time. About 15-20 mins later I was told that aircraft X reported no oil pressure or quantity. I feel the reason the step was not done because of the time I had to do the job, the problems I encountered while doing it, and knowing in the back of my mind that when I checked the history earlier that night, it said nothing about engine runs.

AT THE SAME TIME, I PUT A SCREW DRIVER INTO THE OIL TANK DRAIN AND A BIG PIECE OF COKED OIL CAME OUT ALONG WITH THE OIL. IT TOOK A WHILE FOR ALL THE OIL TO DRAIN OUT. WITH THE OIL TANK DRAINED, I ASKED MY CO-WORKER TO HELP, ADD OIL TO THE OIL TANK, WHILE I LOCKED THE OIL FILTER CASE BOLTS. WITH THAT DONE, I WENT INSIDE TO DO THE PAPERWORK. I DON'T KNOW HOW, BUT I MUST HAVE MISREAD THE STEP THAT HAD TO DO WITH AN ENG RUN AND CHK FOR OIL LEAKS. SO I CHKED OFF THE BLOCK, BUT DID NOT ACCOMPLISH THE STEP. I COMPLETED THE PAPERWORK, AND THE PLANE LEFT ON TIME. ABOUT 15-20 MINS LATER I WAS TOLD THAT ACFT X RPTED NO OIL PRESSURE OR QUANTITY. I FEEL THE REASON THE STEP WAS NOT DONE BECAUSE OF THE TIME I HAD TO DO THE JOB, THE PROBS I ENCOUNTERED WHILE DOING IT, AND KNOWING IN THE BACK OF MY MIND THAT WHEN I CHKED THE HISTORY EARLIER THAT NIGHT, IT SAID NOTHING ABOUT ENG RUNS.
