Narrative:
Departed gon on a VFR flight to jyo. 20 NM east of CCC VOR I received flight following and a discrete transponder code from ZBW I was level at 16500 ft in VMC. Before reaching new york I requested from center an advisory as to any tfr's that might affect my flight to jyo. After a long pause the controller did not respond to my question and simply changed my frequency. Repeating the request for tfr advisories to my destination (jyo) the controller responded that there were 'no tfr in effect.' 45 NM east of jyo I received a clearance into B airspace to descend to 3500 ft and an assigned heading to jyo. 8 NM east of the airport, I was given a clearance to descend at my discretion and to contact unicom. I was on the ground for 15 mins. I preflted the aircraft and executed an exhaustive review of the class B airspace around the washington dulles area. After departure and through 500 ft I contacted departure and advised that I was off jyo in a right turn to the north remaining clear of the B airspace and am requesting a B airspace climb to the northeast and a B airspace clearance to 17500 ft. I stopped the climb at the planned 1200 ft to remain clear of the 1500 ft limit of the B airspace. The controller immediately responded, as the frequency was quiet, and asked if I was squawking 1200. I said affirmative and he issued me a discrete transponder code. A min or so later he issued a climb clearance to 3000 ft or so and then told me to call a number for a 'deviation.' 30 seconds after that he cleared me on course to 17500 ft and cleared to enter B airspace. Based on the response from new york that there were no airspace conflicts to my destination and the fact that ZDC/dulles approach 'invited' me into their airspace without a single word or comment that there were other requirements for this arrival, and never informed me of airspace restrs, led me to believe that the departure phase, 15 mins later would absolutely be authorized.

I STOPPED THE CLB AT THE PLANNED 1200 FT TO REMAIN CLR OF THE 1500 FT LIMIT OF THE B AIRSPACE. THE CTLR IMMEDIATELY RESPONDED, AS THE FREQ WAS QUIET, AND ASKED IF I WAS SQUAWKING 1200. I SAID AFFIRMATIVE AND HE ISSUED ME A DISCRETE XPONDER CODE. A MIN OR SO LATER HE ISSUED A CLB CLRNC TO 3000 FT OR SO AND THEN TOLD ME TO CALL A NUMBER FOR A 'DEV.' 30 SECONDS AFTER THAT HE CLRED ME ON COURSE TO 17500 FT AND CLRED TO ENTER B AIRSPACE. BASED ON THE RESPONSE FROM NEW YORK THAT THERE WERE NO AIRSPACE CONFLICTS TO MY DEST AND THE FACT THAT ZDC/DULLES APCH 'INVITED' ME INTO THEIR AIRSPACE WITHOUT A SINGLE WORD OR COMMENT THAT THERE WERE OTHER REQUIREMENTS FOR THIS ARR, AND NEVER INFORMED ME OF AIRSPACE RESTRS, LED ME TO BELIEVE THAT THE DEP PHASE, 15 MINS LATER WOULD ABSOLUTELY BE AUTHORIZED.
