Narrative:

We noticed a screw loose on engine shroud and called for maintenance. Our plates showed contract maintenance, but a man in air carrier X uniform driving air carrier X truck showed up and tightened screw. He said that new procedures, as he wasn't a full time mechanic, we asked him to facsimile log page to maintenance control. He returned log and we left. Later learned that he was not an aircraft mechanic and his sign-off might not have been proper.

Title: AN AIRBUS 319 WAS DISPATCHED IN NON COMPLIANCE WITH WORK ACCOMPLISHED AND THE LOGBOOK SIGNED BY AN UNLICENSED TECHNICIAN.

Narrative: WE NOTICED A SCREW LOOSE ON ENG SHROUD AND CALLED FOR MAINT. OUR PLATES SHOWED CONTRACT MAINT, BUT A MAN IN ACR X UNIFORM DRIVING ACR X TRUCK SHOWED UP AND TIGHTENED SCREW. HE SAID THAT NEW PROCS, AS HE WASN'T A FULL TIME MECH, WE ASKED HIM TO FAX LOG PAGE TO MAINT CTL. HE RETURNED LOG AND WE LEFT. LATER LEARNED THAT HE WAS NOT AN ACFT MECH AND HIS SIGN-OFF MIGHT NOT HAVE BEEN PROPER.
