Narrative:
The incident occurred at departure time on pushback. We were called out to inspect tire damage. We determined the r-hand nose tire needed to be changed. We pulled the maintenance manual reference for the tire change, but were unable to pull the critical items card due to computer problems. We proceeded to accomplish the tire change with many radio calls from operations and maintenance control as to when the tire change would be finished. We finished the tire change with no abnormalities noted. Then proceeded to sign off the logbook. After the tire change and all equipment was put away, we were then given the critical items card to sign off.

Title: A B767-300 WAS DISPATCHED IN NON COMPLIANCE WITH THE R NOSEWHEEL AND TIRE ASSEMBLY MISSING THE WHEEL SPACER.
Narrative: THE INCIDENT OCCURRED AT DEP TIME ON PUSHBACK. WE WERE CALLED OUT TO INSPECT TIRE DAMAGE. WE DETERMINED THE R-HAND NOSE TIRE NEEDED TO BE CHANGED. THEN PROCEEDED TO SIGN OFF THE LOGBOOK. AFTER THE TIRE CHANGE AND ALL EQUIP WAS PUT AWAY, WE WERE THEN GIVEN THE CRITICAL ITEMS CARD TO SIGN OFF.
