Narrative:

Descending into IMC conditions around 10000 ft, we encountered severe icing upon entering the clouds. The accumulation was around 1/2 - 3/4 inch in 5-10 seconds. We then experienced a total airfoil deice failure (all the boots). I told the first officer to immediately turn right 90 degrees. I attempted to inform ATC that we were deviating from course, but was blocked. I finally established contact and asked for immediate lower altitude. ATC cleared us down to 8000 ft and direct our previous course when able. We were still in moderate ice without protection and I asked for lower. We were given lower and broke out at 6000 ft. Had we not commenced the turn before getting approval, I believe that the safety of the flight may have been in jeopardy with the amount of ice without protection. We landed in pit 10 mins later with a clean aircraft without incident.

Title: A D-328 CAPT RPTED THAT HIS DEICING BOOTS FAILED, PICKED UP ICE AT AN ALARMING RATE, AND EXERCISED CAPT'S EMER AUTH AND TURNED OFF HIS ASSIGNED HDG TO EXIT THE WX AREA.

Narrative: DSNDING INTO IMC CONDITIONS AROUND 10000 FT, WE ENCOUNTERED SEVERE ICING UPON ENTERING THE CLOUDS. THE ACCUMULATION WAS AROUND 1/2 - 3/4 INCH IN 5-10 SECONDS. WE THEN EXPERIENCED A TOTAL AIRFOIL DEICE FAILURE (ALL THE BOOTS). I TOLD THE FO TO IMMEDIATELY TURN R 90 DEGS. I ATTEMPTED TO INFORM ATC THAT WE WERE DEVIATING FROM COURSE, BUT WAS BLOCKED. I FINALLY ESTABLISHED CONTACT AND ASKED FOR IMMEDIATE LOWER ALT. ATC CLRED US DOWN TO 8000 FT AND DIRECT OUR PREVIOUS COURSE WHEN ABLE. WE WERE STILL IN MODERATE ICE WITHOUT PROTECTION AND I ASKED FOR LOWER. WE WERE GIVEN LOWER AND BROKE OUT AT 6000 FT. HAD WE NOT COMMENCED THE TURN BEFORE GETTING APPROVAL, I BELIEVE THAT THE SAFETY OF THE FLT MAY HAVE BEEN IN JEOPARDY WITH THE AMOUNT OF ICE WITHOUT PROTECTION. WE LANDED IN PIT 10 MINS LATER WITH A CLEAN ACFT WITHOUT INCIDENT.
