Narrative:
Slow climbing citation to FL390 stopped climb and actually started to descend to gain speed. The citation never advised the controller of the stopped/level climb, resulting in loss of separation with air carrier aircraft.

Title: ZMP CTLR EXPERIENCED OPERROR AT APPROX FL380 WITH SLOW CLBING C550 AND A320.
Narrative: SLOW CLBING CITATION TO FL390 STOPPED CLB AND ACTUALLY STARTED TO DSND TO GAIN SPD. THE CITATION NEVER ADVISED THE CTLR OF THE STOPPED/LEVEL CLB, RESULTING IN LOSS OF SEPARATION WITH ACR ACFT.
