Narrative:
Aircraft #1 was a departure from ric climbing over hpw then sbound. Aircraft #2 was an orf departure at 10000 ft over hpw. Aircraft #1 checked in climbing to 9000 ft; and was climbed to 10000 ft reference traffic north of his position at 11000 ft. There were a few data blocks in the general area and the block for aircraft #1 may have been covered by the block for another aircraft. The conflict alert went off when aircraft #1 was out of 9300 ft for 10000 ft. The 2 aircraft had already passed each other; and a turn for either aircraft could not have prevented the situation.

Title: ZDC CTLR EXPERIENCED OPERROR AT APPROX 11000 FT WITH CLBING AND XING TFC.
Narrative: ACFT #1 WAS A DEP FROM RIC CLBING OVER HPW THEN SBOUND. ACFT #2 WAS AN ORF DEP AT 10000 FT OVER HPW. ACFT #1 CHKED IN CLBING TO 9000 FT; AND WAS CLBED TO 10000 FT REF TFC N OF HIS POS AT 11000 FT. THERE WERE A FEW DATA BLOCKS IN THE GENERAL AREA AND THE BLOCK FOR ACFT #1 MAY HAVE BEEN COVERED BY THE BLOCK FOR ANOTHER ACFT. THE CONFLICT ALERT WENT OFF WHEN ACFT #1 WAS OUT OF 9300 FT FOR 10000 FT. THE 2 ACFT HAD ALREADY PASSED EACH OTHER; AND A TURN FOR EITHER ACFT COULD NOT HAVE PREVENTED THE SIT.
