Narrative:
Aircraft in my belief were separated. #2 aircraft was nwbound; #1 aircraft was sebound; descending. #1 aircraft was slow in descent. Conflict alert did not activate nor did ZID adep. Aircraft #1 reported a TCASII RA at which time turns were initiated. ZTL reported a loss of separation. After replay; it appeared aircraft #2 made a 4 degree turn from handoff to error occurring. My judgement was mistaken. Separation was lost with one report of 4.4 mi and 400 ft; then separation was re-established.

Title: ZID CTLR EXPERIENCED OPERROR AT FL280 AS DSNDING ACFT CONFLICTED WITH ENRTE TFC.
Narrative: ACFT IN MY BELIEF WERE SEPARATED. #2 ACFT WAS NWBOUND; #1 ACFT WAS SEBOUND; DSNDING. #1 ACFT WAS SLOW IN DSCNT. CONFLICT ALERT DID NOT ACTIVATE NOR DID ZID ADEP. ACFT #1 RPTED A TCASII RA AT WHICH TIME TURNS WERE INITIATED. ZTL RPTED A LOSS OF SEPARATION. AFTER REPLAY; IT APPEARED ACFT #2 MADE A 4 DEG TURN FROM HDOF TO ERROR OCCURRING. MY JUDGEMENT WAS MISTAKEN. SEPARATION WAS LOST WITH ONE RPT OF 4.4 MI AND 400 FT; THEN SEPARATION WAS RE-ESTABLISHED.
