Narrative:

Air carrier X departed bwi airport; runway heading. I climbed the aircraft to 12000 ft. Air carrier Y departed 3 mi in trail of air carrier X and I climbed him to 12000 ft. Air carrier Y was on a 120 degree heading. Air carrier X was on a 150 degree heading. Due to opposite direction overflt at 6000 ft; I turned air carrier Y to a 130 degree heading. I then turned air carrier X direct paleo. Air carrier X turned to a 075 degree heading to proceed direct paleo. Air carrier Y and air carrier X were now converging; climbing to the same altitude. I noticed the conflict and turned air carrier X right to 130 degree heading and air carrier Y left to 070 degrees. I instructed air carrier Y to descend to 10000 ft immediately. Air carrier Y said he was having a TCASII RA and was climbing.
