Narrative:

On arrival; we had a 'leading edge disagreement' EICAS message and flaps stopped between '0' and flaps 1 degree. While first officer was flying I read appropriate checklist; which called for landing with flaps 20 degrees and use flaps 30 degrees reference +20 KTS. We declared an emergency because we needed extra time to extend the flaps with the alternate system and our approach speed was higher than normal. Landing was uneventful.
