Narrative:
Numerous aircraft are departing IFR; squawking correct beacon code; but not tagging. This problem is becoming huge at pbi; happening with several aircraft an hour. Pbi airways facilities is aware of the problem but states nothing is wrong. This is becoming a serious safety issue during busy traffic sessions and no MSAW or TCAS processing is being done. We have an ASR-11 and analog ARTS.
