Narrative:
Just after takeoff ACARS went blank (associated AC circuit breaker popped) cockpit filled with electrical fumes and some smoke. Called purser and was advised that the cabin had a strong electrical smoke smell. Departure cleared us to 15000 ft and to change to center frequency. We donned oxygen masks; leveled at 10000 ft and declared an emergency. Flight attendants were given a cabin advisory as we turned back for landing. Uneventful landing followed by a look over by the fire department prior to taxi to the gate. Passenger were advised by PA announcement to remain seated after landing.
