Narrative:

We were taxiing from the cargo ramp to runway 11 when we heard flight XXX air carrier Y (J32) enter the pattern. I (first officer) announced that we were holding short of runway 2/20 on taxiway B. At this point flight XXX air carrier Y was on final. I suggested we wait until they land. The captain announced that we were taxiing to runway 11. We heard flight XXX air carrier Y say 'what are you doing?' the captain taxied to runway 11 into position; and announced that we were departing runway 11 VFR. At that point flight YYY air carrier Y announced that they were going around. The captain said that she did not feel like the short time we were on runway 2/20 taxiing to runway 11 would cause a problem since air carrier Y was still on about a 1/2 mi final. The corrective action I could have taken would have been to slam on the brakes when the captain started to taxi onto runway 2/20. I should have been more aggressive.
