Narrative:
In general; WX impacting cvg departure route to the southeast. Cvg sends 2 departures out the arrival gate which utilizes dual streams of aircraft. Aircraft #1 is 'lost' in frequency land and checks in. I issued an 'amend altitude' clearance to XXXX and XXXB takes it. I miss the readback. Vectors were issued when conflict alert went off. Pilot of #1 aircraft is behind schedule and did not listen to whom clearance was issued; just took a clearance issued a turn but no altitude instruction and then aircraft #1 returned to its previously assigned altitude of 13000 ft. What could have been done differently? Wait 10 more mins to release aircraft #1 for departure while inbounds were filed in. Send the aircraft out the south departure route over lexington; ky. Earlier coordination with affected sector about deviating aircraft. Change call signs to possibly include alpha numerics XXXA-a and XXXB-D; etc; so not easily confused.
